Decentralization Support Programme (DSP) is the initiative of government of Pakistan to support reforms in the areas of decentralization, fiscal restructuring and local governance. These reforms were envisaged in Local Government Ordinance 2001. DSP is partially funded by Asian Development Bank (ADB). It is an innovative, demand-driven and output oriented programme, serving a range of clients at all level of governments.
Consumer Rights Commission of Pakistan (CRCP) is implementing an initiative titled “Local Governance Performance Enhancement (LGPE)” under the DSP. The main objectives of LGPE are: to promote awareness of citizen demand, accountability and access to LGs among CSOs/NGOs and the general public; to promote citizens’ participation in local governance, in particular their capacity to voice demands and to push for specific issues and to hold elected representatives accountable; and to promote awareness among politicians/elected representatives in local government of the importance of citizens.
CRCP will train smaller NGOs/CSOs, citizen groups, local level organizations and local political organizations in the fours provinces (25 groups in each province taken from a selection of five districts) so that they can provide support to citizens in their areas. The training will entail: TNA (Training Need Assessment) of sample local NGOs/CSOs, citizen groups, organizations; Development of training material; training workshops for NGOs/CSOs, citizen groups, local level organizations’ representatives; provision of written guidelines for participants groups; Follow-on mentoring of trainee CSOs, citizen groups, local political organizations, etc; Follow-on experience-sharing workshops – one for each province; Publication of success stories ‘newsletters’ – one for each province.
